Vocational Rehabilitation; conforms organizational provisions to transfer of Vocational Rehabilitation Div. & Blind Services Div. from LES Dept. to DOE; provides that DOE is designated state agency for implementing federal vocational rehabilitation requirements; requires Vocational Rehabilitation Div. to develop 5-year plan re general vocational rehabilitation programs; provides quality assurance & performance requirements for Vocational Rehab. Div., etc. Amends FS.
