Birth Defects; requires Health Dept. or contractual designee to maintain & expand Florida Birth Defects Registry; provides confidentiality of certain information held by dept.; directs OPPAGA to conduct research re passive vs. active birth defects surveillance; requires dept. to establish birth defects education program; provides program requirements; creates birth defects advisory council, etc. Creates 381.00323; amends 411.203.
