Subscriber Assistance Program; redesignates Statewide Provider & Subscriber Assistance Program as Subscriber Assistance Program; requires Subscriber Assistance Panel to hold record of grievance hearing open for specified period after hearing; requires AHCA to impose fine for each violation re production of records from health care provider or managed care entity; requires that AHCA develop training program for panel members, etc. Amends 408.7056, 641.3154,.511,.58.
