Universities & Community Colleges; revises membership of state university boards of trustees; provides requirements for university student governments; provides requirements re adoption of internal procedures; provides for review of internal procedure disapproved by university president; revises membership of Board of Trustees of New College of Fla.; repeals provision re suspension & removal of elected student government officials, etc. Amends Chs. 229, 240; repeals 240.136.
