Non-ad Valorem Assessments; amends certain provision re uniform method for levy, collection, & enforcement of said assessments; defines "levied for first time"; revises circumstances under which local government must adopt said assessment roll at public hearing; revises requirements re notice required prior to such hearing; amends certain provision re adoption of said roll by independent special fire control district, etc. Amends 197.3632, 191.011, 192.0105.
