Drivers' Licenses/Co. Tax Collector; defines term "county tax collector" to mean authorized agent of HSMV; defines term "exclusive agent county tax collector"; authorizes county tax collector to issue drivers' licenses; prohibits said tax collector from issuing licenses to certain persons; authorizes said tax collector to issue identification cards, instruction permits & temporary licenses; authorizes county tax collector to perform driver's license exams, etc. Amends Ch. 322.
