Cert.-of-need Exemption/Open-Heart; provides exemption from certificate-of-need requirements for certain open-heart-surgery programs; provides criteria for qualifying for exemption; requires AHCA to report to Legislature annually; provides for expiration of exemption. Amends 408.036.
