Environment; revises distribution of excise tax on severance of phosphate rock; revises conditions under which wetlands reclamation activities for phosphate & heavy minerals mining are considered appropriate mitigation under specified provisions; requires DEP to study cumulative impacts of changes in landform & hydrology in Peace River Basin; creates "Environmental Good Samaritan Act", etc. Amends FS. APPROPRIATION: $200,000.
