Health Care; retains fee against leasehold licensees to meet bonding requirements to cover Medicaid underpayments & overpayments; creates Fla. Healthy Kids program component of Fla. Kidcare program; revises provisions for administration of Fla. Kidcare Act; revises requirements for payment of optional Medicaid services; requires AHCA & Health Dept. to seek & implement Medicaid home & community-based waiver for persons with Alzheimer's disease, etc. Amends FS.
