Fla. Driver Responsibility Law; creates said law; directs HSMV to assess specified annual surcharges against motor vehicle licensee who accumulates seven or more points against his or her license within previous 36 months or against motor vehicle licensees who have final conviction within previous 36 months for DUI offense; requires HSMV to accept installment payments for surcharges, etc. Creates 322.75-.7535,.754.
