State Correctional Facilities; authorizes DMS to enter into certain contracts, acquire contractual rights & obligations, & manage & enforce compliance with contracts of Correctional Privatization Commission; requires DMS to assume duties & responsibilities of Correctional Privatization Commission; provides contract requirements for DMS re operation of private correctional facilities; specifies duties of Fla. Corrections Commission, etc. Amends FS.

Effective Date: 07/01/2004 except as otherwise provided
