Games & Gaming; (THIS BILL COMBINES S1940,2636) defines terms "instant bingo" & "deal"; provides rules for operation of instant bingo games; provides requirements for manufacture & sale of instant bingo tickets; provides duties of Lottery Dept.; revises provisions exempting certain amusement centers from application of gambling regulations; requires operators of game promotions to post terms of game rules in advertising, etc. Amends FS.
