Vehicles & Vessels; redefines terms "authority" & "high-speed rail system"; revises tax exemption of authority & its agents & contractors; provides for annual redetermination of eligibility for exemption; revises provisions for display of license plates; provides regulations for commercial parasailing; provides for regulation by Fish & Wildlife Conservation Commission; requires licensing & liability insurance, etc. Amends 341.8203,.840, 316.605; creates 327.375.
