Public Library Construction Grants; revises provisions re public library construction grants; authorizes Library & Information Services Division to accept & administer certain funds for purposes of certain grants; provides for eligibility for grant funding; provides for adoption of rules; provides for effect contingent upon certain appropriations; limits grants in same fiscal year. Amends 257.191.
