School Buses; requires pelvic & upper torso restraints on school buses; requires use of restraints; limits liability; provides priority for allocation; provides exceptions; requires occupant crash protection system compliance; reenacts provision re transportation of private school students on public school buses & public school students on private school buses, to incorporate amendment in reference thereto. Amends 316.6145, 1006.25; reenacts 316.6146.
