Highway Safety; requires hearing for specified violations of traffic control signal devices resulting in crash; provides penalties for certain traffic infractions requiring mandatory hearing; provides for distribution of moneys collected; requires audit of certain funds; requires driver improvement course for second violation of specified provisions within specified time period; provides for distribution of funds to trauma centers, etc. Amends FS.
