Horse Breeder Awards; revises provisions for breeders' & stallion awards; provides for awards to breeders of registered Florida-bred horses participating in horseraces; revises provisions for plans for rate of payment & procedure for awards; revises amount & use thoroughbred permitholder is authorized to withhold from handle on exotic wagering; removes exemption from certain provisions for owners' awards, etc. Amends 550.26165,.2625.
Effective Date: Upon becoming law except as otherwise provided
