State Taxes or Fees; constitutional amendment to require approval by at least two-thirds of voters of state voting in election on any proposed amendment or revision to State Constitution imposing or authorizing imposition of any new tax or fee, increasing or authorizing increase in any existing tax or fee, or imposing significant fiscal impact on state, counties, school districts, municipalities, or special districts, etc. Amends s. 7, Art. XI.
