Student Financial Assistance; provides legislative intent to expand access to postsecondary education & reduce student indebtedness; requires each state university & community college to report information re certain funds used to provide financial assistance to certain students; provides for redirection of funds to provide additional need-based financial assistance to eligible Florida residents; requires report by state universities & community colleges, etc.
