Inmate Substance Abuse Services; directs DOC to create substance abuse reentry program; requires judicial approval for entry to program; requires specified notice; provides time limit for judge to respond; directs dept. to prepare postrelease treatment plan; requires dept. to notify judge before releasing inmate into community; directs dept. to provide special training to employees working in program; requires review & report by OPPGA, etc. Creates 397.755.
