Velez Memorial Traffic Safety Act; creates Anjelica & Victoria Velez Memorial Traffic Safety Act; requires traffic citation forms to include check box indicating failure to stop at traffic signal; revises penalty for moving violation of traffic control signal steady red indication & of traffic control device when driver fails to stop at traffic signal; provides for distribution of funds to trauma centers; provides for audits & attestations, etc. Amends FS. APPROPRIATION: $7,500,000.
