Wireless Emergency Telephone System; removes annual audit of Wireless Emergency Telephone System Fund from duties of Auditor General; revises provisions for certain nonemergency telephone number pilot projects; specifies that state & local governments are not customers under provisions for wireless E911 monthly fee; directs how county may use funds derived from E911 fee, etc. Amends 11.45, 364.02, 365.171,.172,.173, 337.401.
