Multitenant Access/Protocol Services; provides definitions re multitenant access to telecommunication & voice-over-Internet protocol services; requires that provider of such services be granted access to multitenant properties if provider complies with certain standards; specifies duties of landlord re installation of telecommunications services & voice-over-Internet protocol services; requires Public Service Commission to adopt rules, etc.
