Secondhand Dealers; exempts persons or entities offering secondhand goods or personal property for sale, purchase, consignment, or trade via Internet from provisions of Secondhand Dealers & Secondary Metal Recyclers law under certain circumstances; revises recordkeeping requirements for such dealers; revises provisions re holding of goods upon probable cause that goods are stolen, etc. Amends FS.
