Insurance Risk Apportionment; requires board of governors of Citizens Property Insurance Corporation to certify deficits resulting from named hurricanes & tropical storms; requires Revenue Estimating Conference to determine net increases in tax revenues resulting from such impacts; directs CFO to transfer moneys from General Revenue Fund to corporation, Fla. Hurricane Catastrophe Fund, & Executive Office of Governor for certain purposes, etc. Amends 627.351.
