Road Rage Reduction Act; provides legislative findings & intent; prohibits person from operating motor vehicle in most left-hand lane under described circumstances; provides penalties for violations; redefines term "aggressive careless driving"; provides penalties for said driving; provides for distribution of certain fines collected; requires hearing for second or subsequent aggressive careless driving violation, etc. Amends 316.083,.1923, 318.19.
