Whistle-blower's Act; defines terms "gross misconduct" & "state agency"; includes additional persons who may file complaint; provides that identity of complainant may be provided to Fla. Commission on Human Relations; amends provision re investigative procedures upon receipt of whistle-blower information from certain state employees to revise applicability to include certain employees, etc. Amends 112.3187,.3188,.3189,.31895, 20.055.
