Nonjudicial Arrest Record/Expunction; requires arresting law enforcement agency to apply to FDLE for administrative expunction of certain nonjudicial records of arrest; authorizes certain persons to apply directly to dept. for administrative expunction in certain circumstances; requires such persons to support such application with endorsement; requires affidavit with specified information, etc. Amends 943.0581.
