Economic Development; removes certain institutions from participation in Fla. Minority Business Loan Mobilization Program; revises duties of Fla. Black Business Investment Board, Inc., a not-for-profit corporation; requires that DMS establish lease agreement under which employees of former Black Business Investment Board, Inc., retain their status as state employees until specified date; revises powers of said board, etc. Amends Ch. 288.
