JOINT RESOLUTION by Judiciary Committee ; Simmons
Constitution/Legislature/Power; constitutional amendment to revise rules of construction to be used when interpreting extent of political power vested in legislative branch to provide that expression of one thing does not imply exclusion of another, unless absolutely necessary to carry out purpose of constitutional provision, & to provide that limitation shall not be implied based on comprehensiveness of constitutional provision. Amends s. 12, Art. X.
