Criminal Records/Sealing/Expunction; clarifies that criminal record that relates to certain offenses may not be expunged, regardless of whether adjudication was withheld, if defendant was found guilty of or pled guilty or nolo contendere to offense; provides that certificate of eligibility for sealing is available if person seeking certificate has never secured prior sealing or expunction of said record under specified provisions, etc. Amends 943.0585,.059.
