Agency Inspectors General; creates Council on State Agency Inspectors General; provides for purpose, membership, duties, & responsibilities of council; requires council to hold meetings at least monthly; authorizes council to develop recommendations re inspector general investigations; provides minimum requirements for recommendations developed by council; provides for administrative support; requires council to issue report on its findings, etc. Creates 14.325.
