Lifeline Telecommunications Service; requires PSC to adopt rules providing for automatic enrollment process for eligible customers to receive Lifeline service; requires commission, DCFS, & Public Counsel Office to enter into memorandum of understanding concerning automatic enrollment of consumers in Lifeline services; requires certain state agencies to automatically enroll eligible consumer in said service. Amends 364.10.
