[OPCC]; ratifies certain uses of property granted to city by state which were authorized by city; provides for limited private use of certain undeveloped submerged portions of property if city received application on or before December 31, 2006, & determines that use is consistent with laws governing management of sovereignty submerged lands by Board of Trustees of Internal Improvement TF; provides for referendum for certain changes of use, etc.
