State University Student Fees [SPCC]; authorizes university to transfer revenues from certain fees to university direct-support organization; limits purposes for which such revenues may be used; limits amount that may be transferred; authorizes Board of Governors of State University System to establish uniform undergraduate tuition differentials; authorizes Fla. Prepaid College Board to provide advance payment contracts for said differentials, etc. Amends 1009.01,.24,.98.
