Tobacco Prevention & Education Act [SPCC]; requires Secretary of Health to concurrently serve as state's Surgeon General; establishes Fla. Comprehensive Tobacco Prevention & Education Program within DOH; authorizes inclusion of smoking cessation programs administered by county health departments; authorizes inclusion of programs to address certain disparities among groups of persons; creates Statewide Tobacco Policy Oversight Board, etc. Amends 20.05; creates 386.301-.306.
