Service of Process [LPCC]; provides that criminal witness subpoenas & criminal summonses may be served by special process server appointed by local sheriff or by certified process server; provides that all unsatisfied executions in possession of sheriff docketed before October 1, 2001, may be returned to issuing court; requires that priority of liens on real property be based on effective date of judgment lien, etc. Amends 48.021, 56.041,.21,.27, 741.30, 784.046.
