State Universities [SPCC]; transfers responsibility for securing liability insurance from State Board of Education to Board of Governors; authorizes discussion of patient care information for certain purposes; authorizes university board of trustees to intervene in civil action for medical negligence under certain circumstances; provides legal status of employees & agents of university board of trustees & university faculty practice plan entities, etc. Amends Ch. 1004, 1012.965.
