Cabinet/Insurance Commissioner [EPCC]; constitutional amendment to create position of Insurance Commissioner, who will be an elected member of Cabinet, & to prohibit certain campaign contributions to or solicitation of certain campaign contributions by or on behalf of candidates for office of Insurance Commissioner. Amends s. 4, Art. IV, s. 8, Art. VI.
