Airline Travel; requires that, upon cancellation or delay of flight by more than 1 hour, airline honor purchaser's ticket at later date or reimburse purchaser cost of ticket & pay purchaser amount equal to airline's flight-change penalty fee; defines term "terrorist threat"; provides for additional remedies; provides that airline violating act more than once within calendar year commits misdemeanor of second degree; provides penalties; provides exception, etc.
