Department of Business & Professional Regulation [EPCC]; authorizes DBPR to contract with certain vendors or enter into interagency agreements to collect electronic fingerprints if fingerprints are required for purposes of certification or licensure; authorizes DBPR to revoke or refuse to issue or renew person's certificate of registration as farm labor contractor if person has been convicted of certain felonies within any period, etc. Amends 450.31, 455.213,.2178, 475.182,.6175, 489.115.
