Ad Valorem Taxation [FPCC]; revises method for computing rolled-back rate; revises method of calculating maximum millage rate beginning in 2009-2010 fiscal year; provides for higher millage rates if adopted by certain required votes of governing body of taxing authority or approved by referendum; provides procedure by which person may make irrevocable election to have his/her homestead assessed under s. 6(a), Art. VII of State Constitution rather than s. 4(c), etc. Amends FS.
