Contaminated Petroleum Site/Financial Assistance [RPCC]; Provides for financial assistance in certain additional circumstances involving a transfer of the contaminated property. Expands eligibility for site rehabilitation tax credits. Revises provisions providing tax credits for rehabilitation of certain contaminated sites and brownfield sites. Provides for limited application of Brownfield Areas Loan Guarantee Program grants to construction and operation of new health care facilities and providers, etc.
