Working Capital Trust Fund/DFS [FPCC]; Creates the Working Capital Trust Fund within the Department of Financial Services (DFS) for use as a depository for funds to record the revenue from fees paid for services provided by the DFS's data centers and make disbursements to pay the costs of operating the data centers. Provides for future review and termination or re-creation of the trust fund, etc.
