Clearing Funds Trust Fund/Department of State [FPCC]; Creates the Clearing Funds Trust Fund within the Department of State for use as a depository for funds to account for collections pending distribution to lawful recipients. Provides for future review and termination or recreation of the trust fund. Clarifies provisions requiring that election assessments be transferred to the Elections Commission Trust Fund within the Department of Legal Affairs, etc.
