Local Governments/Officers and Employees/Conduct [LPCC]; Specifies standards of conduct for officers and employees of entities serving as the chief administrative officer of a political subdivision. Provides for penalties to be imposed against persons other than lobbyists or public officers and employers. Provides for the Commission on Ethics to report to the Governor violations involving persons other than lobbyists or public officers and employees, etc.
