Department of Agriculture and Consumer Services [FPCC]; Includes Agricultural Emergency Eradication Trust Fund within specified trust funds that are subject to service charge on income of revenue nature; revises uses of trust fund; repeals provisions relating to notice of certification of agricultural emergency; provides for transfer of certain funds from General Inspection Trust Fund to General Revenue Fund for specified period; removes obsolete provisions, etc.
