Payment Card Transaction Exactions; Authorizes dealers to take credit for taxes paid on percentage of tax not reimbursed to dealer as result of issuer fees or deductions; specifies conditions & amount of credit; exempts locally imposed & self-administered convention development taxes, tourist development taxes, or tourist impact taxes.
