Persons Injured by Crime/Medical Treatment [LPCC]; Creates the "Pastora Pacheco Aid to Victims Act." Provides that depriving medical treatment to a victim of a crime with intent to avoid, delay, hinder, or obstruct any investigation of criminal activity contributing to the injury is a criminal offense. Provides that felony penalties apply if a victim's medical condition worsens or deprivation of medical care contributes or results in the death of the victim, etc.
