Service of Process; Increases service fees in civil cases; exempts state agencies; authorizes additional fees for certain documents; exempts state agencies from specified portion of additional fee; provides that criminal witness subpoenas & summonses may be served by special process server or certified server; provides that unsatisfied executions docketed before specified date may be returned to issuing court, etc.
